Like any non-profit organization, the Whistle Stop operates based on funding from clients, generous donations from the community, and the hard work of our volunteers. Without direct support from the public the Whistle Stop would not be able to meet the needs of the children we serve. Our biggest need is consistent funding for our Foster Children's Program. Your donation to this program will subsidize the cost of family visits. The cost to the Whistle Stop for one hour of supervised visitation is $80. The minimum fee is $25 per hour - 95% of our clients pay the minimum fee. Yet too often the fee is an impediment to a child spending time with Mom or Dad. Parents are often responsible for the cost of substance abuse treatment, counseling, attorneys and court costs. They also usually have a child support obligation. Frankly, there times when there just isn't enough money to go around. We don't want a lack of money to be the cause of a missed visit, so we use our fund to subsidize the cost of visits and occasionally, when parents just can't make a payment, we use our fund to cover the fee....
